David Temblador is a land use expert with extensive experience counseling clients in complex entitlement acquisition, state and federal environmental permitting and environmental litigation. Although David's practice touches on all aspects of private real estate development, his particular emphasis is on the processing and defense of complex and/or controversial land use matters.
David's legal expertise is framed by a keen understanding and appreciation for governmental affairs and community relations. In addition to providing seasoned legal advice on complex regulatory matters, David also provides counsel to clients in the areas of political strategy and media relations. As a result, David has successfully represented clients in a wide variety of high profile land use projects before elected and appointed bodies in jurisdictions throughout California and his land use expertise has resulted in tens of thousands of acres of residential, retail, commercial, mixed use, industrial and institutional development approvals.
David's practice also extends to environmental litigation, with a particular emphasis on writ litigation under the California Environmental Quality Act. He has successfully defended clients land use entitlements, permits, and vested rights in courts throughout Northern and Southern California.
A long-time resident of Sacramento, David has served on numerous non-profits boards and community associations including, most recently, as the president of the E. Claire Raley Studies for the Performing Arts. In addition, prior to moving to Sacramento, David served a two-year term as an elected member of the City of San Diego Redevelopment Agency's Downtown Project Area Committee where he represented citizens in the East Village community of Downtown San Diego.
A member of the California, American and Sacramento County Bar Associations, David received his B.A. in History from California State University, Fullerton, in 1996, where he was a member of the Phi Alpha Theta History Honor Society. He received his J.D. from the University of San Diego, School of Law, in 2000. David is also a recipient of the Wiley W. Manual Award for Pro Bono Legal Services.
